Landlord fined for failing to improve cold and mouldy home

A rogue landlord who persistently ignored requests to carry out improvement works on her property has been ordered to pay £2,400.

Beverley Magistrates Court was told how East Riding of Yorkshire Council’s private sector housing team officers inspected the house in Bessingby Road, Bridlington, following a complaint from the tenants about the property’s poor condition.

They discovered a lack of adequate insulation, penetrating damp causing mould growth, and faulty smoke detectors which seriously compromised the health and safety of the tenants, including children.

Maintenance

Landlord Gail Christlow, of East Road, Bridlington, was responsible for the maintenance of the property and was first asked by officers to undertake repair works in February 2023. However, further inspections officers revealed that essential works had not been carried out. She was asked again to organise the work, and two improvement notices were served, which she failed to comply with.

Christlow admitted both offences and was ordered to pay a total of £2,400, made up of a £1,000 fine, £1,000 costs, and a £400 victim surcharge.

Chris Dunnachie, private sector housing manager, says officers had advised the landlord of the need to undertake essential repairs throughout the case. “Unfortunately, these requests were ignored which led to the improvement notices being served. Despite these notices, actions were not taken,” he adds.

“The council will take robust action where tenants' safety is put at risk due to serious hazards from the properties they are living in.”
