A rogue landlord has been ordered to pay more than £9,000 for ignoring notices to improve his dangerous property.

Kevin McLoughlin failed to repair a range of hazards including ventilation issues and a broken electric heater after a tenant reported disrepair at the flat in Baker Road, Harlesden. Following an inspection, Brent Council enforcement officers issued an improvement notice in June 2023, asking him to take action by August.

However, a reinspection of the property that month found no action had been taken, while officers also identified a faulty fire control panel that posed a significant risk to tenants in the event of a fire.

McLoughlin, from Hertfordshire, was told to repair the panel within seven days but during a final inspection of the property in September, it was clear that he had ignored all instructions and notices. McLoughlin admitted failing to comply with the requirements of the improvement notice and was fined and ordered to pay costs totalling £9,212.

Councillor Promise Knight (pictured), cabinet member for housing, homelessness and renters’ security, says despite repeated directives, McLoughlin demonstrated a complete disregard for the safety and well-being of residents by failing to address any of the hazards identified.

She adds: “Rogue landlords in our borough will find themselves facing hefty fines and possibly a criminal conviction. We will use whatever powers we have to hold them to account.”

All landlords renting out properties in Brent will need a selective licence from 1st April, except in Wembley Park.
