Northern landlord fined £38,000 over multiple HMO offences

A landlord in Liverpool has been prosecuted by its city council for 23 offences under national HMO management regulations.

During the subsequent court hearing on 23rd December, SRA Property Ltd and its director, Sheikh Ryhan Allen Miah were found guilty of the offences and handed fines totalling £37,973 although Miah did not attend the proceedings. The firm's accounts are overdue, Companies House records show.

The breaches included defective fire detection equipment, defective fire doors, serious trip hazards, and other serious disrepair found during inspections at two properties in L6 in September 2023.

This case is the 33rd successful prosecution by Liverpool City Council officers for poor property conditions in 2024, with fines totalling £342,584 handed down to irresponsible landlords this year, in addition to 11 Civil Penalty Notices that have been handed out with fines totalling £59,862.50.

Liverpool City Council’s Cabinet Member for Housing, Councillor Sam East, says: “I’m delighted with this outcome. Bad landlords ruin lives and damage communities.

“The City Council is determined to ensure all tenants in privately rented homes are safe and this case, and others from this year, highlight our commitment. This result sends a clear message to negligent landlords who put tenants’ health and safety at risk that their malpractice will not be tolerated.”
