Official data reveals landlord exodus continuing as budget looms

Landlords selling up continues to be the key reason why tenants are asked to move out of their homes and then subsequently ask their local council for help, latest Government data reveals.

The Ministry of Housing, Communities and Local Government has revealed that between April and June 2025, 6,700 households in the private rented sector in England qualified for help from their council to prevent homelessness after their landlord decided to sell the property.

This is three times higher than the next most common reason for the end of the tenancy. The most common is when a landlord seeks to re-let a property, although the data doesn’t reveal why.

Also, the affordability problems within the private rental sector often cited by campaign groups would appear to be relenting – the number of people asked to leave their home because of rent arrears following a rent rise fell by 46% over the same period.

But the figures come amidst ongoing speculation about tax hikes for the sector in next month’s Budget by Rachel Reeves (main image), and the the National Residential Landlords Association warns that this would risk exacerbating the rental supply crisis.

It is worried that the rumoured tax raid being planned by the Chancellor in her budget next month will lead to even more landlords selling up.

Uncertainty

“Every landlord who decides to sell a property leaves renters facing uncertainty about where they will next call home.,” says Ben Beadle its Chief Executive (pictured)

“Renters need responsible landlords to stay in the market for the long term, providing the decent quality homes that the vast majority already do.

“The Chancellor must recognise this basic fact and avoid tax hikes which would serve only to exacerbate the housing crisis for millions of renters across the country.”
